パラオ柔道キッズ支援の背景と波及的効果について・・・
パラオの柔道は法務省の人材育成を目的に開始し、現在はジェニファー・アンソン女史と、警察トップのイスマエル・アグオン公安局長がコミュニティにも対象を広げ活動しています。柔道連盟も結成されました。
私は、2011年頃、アンソン女史の依頼を受け、パラオ柔道キッズ支援を開始し、2018年からパラオ柔道始祖の高野氏もメンバーに招き緩やかなグループで支援を継続しています。日本外務大臣賞も同連盟は受賞しています。
ミクロネシア海洋安全保障事業は私が2008年に一人で立ち上げましたが、現在は国交省と日本財団、笹川平和財団の利権事業になってしまいました。他方パラオは中国マフィアの侵入が激しく、FBIなどが動き、主要犯罪者を米国のマグニツキー法で制裁をかけるところまでとなりました。しかし現在でも中国人マフィアは多くパラオ国内に存在します。
ウィップス政権下で国家安全保障局が新設されました。2021年の海上自衛隊の共同演習はアンソン女史が動いて、大統領が歓迎し成功に導きました。柔道キッズ支援はそのために始めた訳ではないのですが、島の子供達の安全保障が第一、という視点を示せたと思っています。
Judo in Palau was initiated to train personnel for the Ministry of Justice, and now Ms. Jennifer Anson top of NSC and the Director of Public Safety, Ismael Aguon, the top police official, are working to expand the scope of the program to include the community. A Judo Federation has also been formed.
In 2018, I invited Mr. Takano, the founder of Palau Judo, to join the group and we have continued to provide support to Palau Judo Kids. The federation has also received the Japan Foreign Minister's Award.
The Micronesian Maritime Security Project, which I launched alone in 2008, has now become a concessionary project of the Ministry of Land, Infrastructure, Transport, and Tourism, the Nippon Foundation, and the Sasakawa Peace Foundation. On the other hand, Palau has been heavily infiltrated by the Chinese mafia, and the FBI and others have moved in to sanction major criminals under the Magnitsky Act of the United States. However, there are still many Chinese mafia members in Palau.
Under the Whipps administration, a new National Security Office was created, and the 2021 joint maritime security exercise was arranged by Ms. Anson and welcomed by the President, leading to its success. The Judo Kids program was not started for this purpose, but we believe that we were able to show our viewpoint that the security of the children of the islands is our first priority.
頑張って！パラオ柔道キッズ、お寿司パーティ支援
パラオ柔道キッズは新たな道場に移動するにあたり、（中古の）畳が必要との連絡があった。どうにか畳は手配できそうだが、その輸送手段が。。昨年は海上自衛隊の護衛艦かがが運んでくれたのだが、今回はスケジュールやらなんやらで難しい。
また柔道キッズを日本に派遣の計画も検討していたがこれも関係者のスケジュールが合わずの棚上げ。
そこでお寿司パーティで応援！という話が出てきて、現地のお寿司屋さんに聞いたら３００ドルで結構な寿司パーティができそうなことがわかった。一人で出すのは辛い。声をかけたところ早速１０名近く支援者が名乗り上げてくれた。
6月28日、稽古の後にめでたく寿司パーティが開催されました。寄付者の山下啓氏、仁科典子氏が草稿したメッセージも添えられた。

Palau Judo Kids has informed us that they need (used) tatami mats for their move to a new dojo. We managed to arrange for tatami mats, but the means of transportation was a problem. Last year, the Maritime Self-Defense Force's destroyer Kaga transported uniform, but this time it is difficult because of the schedule and other factors.
We were also considering sending judo kids to Japan, but this plan was also shelved due to the conflicting schedules of the people involved.
Then the idea of a sushi party to cheer them up came up. I asked a local sushi restaurant about it, and found out that we could have a pretty good sushi party for $300. It is hard to serve it alone. I called out to them and almost 10 supporters immediately came forward.
On June 28, after the practice, the sushi party was successfully held. Messages drafted by donors Kei Yamashita and Noriko Nishina were also included.

Japan's largest SDF carrier brings joy to Palau judo kids
普段私が行っている海洋安全保障に関する活動はなかなか説明しずらいのですが、共同通信が特別記事を書いてくれました。
2008年にミクロネシア の海洋安全保障を立ち上げる時に「誰の安全保障を、誰が守るのか？何から守るのか？」その事を自分自身に問い掛け続けてきたのです。
安全保障が幅広い分野をカバーする事を教えてくれたのは恩師、渡辺昭夫先生です。
そしてエレガントな記事にまとめてくれた金子れいと記者にも感謝します。

When I launched Micronesia Maritime Security in 2008, I asked myself, "Whose security is it, and who is protecting it? And from what?" That's what I've been asking myself.
It was my mentor, Professor Akio Watanabe, who taught me that security covers a wide range of fields.
