I have been involved in the Asia Pacific for 35 years.
I have been involved in the field of maritime security and Micronesian maritime security since 2008.
In 2017, I had the opportunity to give lectures to the International Maritime Parliamentary Committee and the Islands Parliamentary Committee, and was given the trigger role to connect the Abe administration's Indo-Pacific Initiative and Security Diamond to Pacific island countries and maritime security.
The suggestion has been realized.
The Indo-Pacific Initiative and maritime security were on the agenda at the Island Summits in 2018 and 2021.
2021! The Japan Maritime Self-Defense Force (JMSDF) was dispatched to Palau, Vanuatu, and New Caledonia for "Indo-Pacific deployment training," and the Kaga carried the Palau Judo Kid's Dogi, which I have supported for many years.
This 2021 Indo-Pacific dispatch training and Kaga became a great icon for me.
And then, on January 20, 2022, the Self-Defense Forces dispatched the unit to Tonga for disaster relief.
This was a quick move, made possible by last year's Indo-Pacific deployment training.
To be honest, when I launched the Micronesian Maritime Security Project in 2008, I was very worried that this would one day sound the military drums in the Pacific. I knew that if I made a move, history would change. I know it sounds cocky, but my track record showed it to me.
Public opinion of the SDF was different then than it is now.
I had no idea that the SDF would be involved in disaster relief on such a large scale! It was a military mission called "humanitarian support. It was the original purpose of the last war.

2008年から海洋安全保障、ミクロネシア海洋安全保障を一人で立ち上げ現場に関わってきた。
2017年国際海洋議連と島嶼議連で講演をする機会をいただき安倍政権のインド太平洋構想・セキュリティダイヤモンドを太平洋島嶼国と海洋安全保障につなげるトリガー的役割をいただいた。
提言が実現した。
2018年、2021年の島サミットではインド太平洋構想と海洋安全保障が議案に上がった。
2021年！「インド太平洋方面派遣訓練」で海上自衛隊がパラオ、バヌアツ、ニューカレドニアに派遣され、それだけでなく長年支援しているパラオ柔道キッズ道着を「かが」が運んでくれた。
この令和３年度インド太平洋方面派遣訓練と加賀は私にとって大きなアイコンになった。
そして、2022年1月20日の自衛隊トンガ災害支援派遣である。
昨年のインド太平洋方面派遣訓練があってこその素早い動きである。
正直に書くと2008年、ミクロネシア海洋安全保障事業を立ち上げる時、これがいつか太平洋に軍靴を響かせる事になる、と大きく悩んだ。自分が動けば歴史が変わるというがわかっていた。生意気に聞こえるだろうが実績がそれを私に示していたのだ。
当時は自衛隊に対する世論も今とは違った。
まさか自衛隊がこんなにも大規模に災害支援に動くとは！人道支援という軍靴である。先の戦争の本来の目的であったはずだ。
